Graduate of the School of Mining and Metallurgical Engineering at NTUA and holder of an MBA from the University of Sheffield, Panos Loukas has been the CEO of the concessionaire company "GEFYRA S.A." since December 2022, in which VINCI Concessions participates with a 72.3% stake. Additionally, as Director of Development for new concession projects and Public-Private Partnerships (PPP) at VINCI Highways, he is involved in developing new road projects in Greece, Europe, and North America. In this context, he has undertaken missions in all countries of Southeast Europe and Central Asia. He has delivered numerous presentations at international conferences, etc., on infrastructure projects and concessions.

He has been with VINCI Concessions since 2010. In 2015, he assumed the position of General Manager at GEFYRA S.A. He is a member of the Board of Directors of HELLASTRON and participates in various committees of the VINCI Group focusing on Innovation, Environment, Project Management, etc.

His career began in 1995 as a site engineer at the historic Greek construction company "EDRASI H. PSALLIDAS". In 2002, he became head of the underground works department and in 2004 was appointed General Manager of its newly established subsidiary in Romania, which he developed and led until his departure in 2009, achieving top status in the construction
