Dionysis Temboneras was born in Patras.

He graduated from the Faculty of Philosophy of the University of Ioannina (Department of History and Archaeology) and subsequently from the Law School of the National and Kapodistrian University of Athens. He later obtained a postgraduate degree from the Private Law Sector II of the same university, specializing in Labour Law, and is currently a PhD candidate in the Department of Public Law at the National and Kapodistrian University of Athens.

Since 2008, he has been practicing as a lawyer, specializing in Labour Law, Public Law, and Social Security Law. He also provides legal representation and advisory services to federations and labor unions.

From February 2015 to August 2015, he served as an advisor to the Deputy Minister of Labour and Social Security. He subsequently worked as an advisor to the Governor of IKA-ETAM until December 2016, and later as a special advisor to the Deputy Governor of ETEAEP.

In 2017, he served as Special Legal Advisor to the Minister of Shipping, and from 2018 he served as Secretary General of the Ministry of Shipping and Island Policy.

From 2013 to 2024, he was a member of the Central Committee and the Political Secretariat of SYRIZA.
